Google Ads remarketing: bring the portal's visitors back

Remarketing is showing an ad to someone because they have already visited your site. It is the cheapest enquiry in any ad account, because the site did the work and the ad only finishes the conversation. This guide covers how it works, the four audiences by how far the visitor got, the first-party data it runs on and why the portal matters to it, the ad that brings people back rather than annoying them, the privacy rules in Australia, and what it costs.

The short answer

Remarketing: bringing the portal's visitors back

Remarketing (Google calls it remarketing, Meta calls it retargeting) is showing an ad to someone because they have already visited your site. It is the cheapest enquiry in any ad account, because the person has already found you, read something, and left, and the ad only has to finish the conversation the site started. It closes the loop: the data layer chose the question, the site answered it, the proof convinced, and remarketing brings back the visitor who was not ready the first time. About 140 Australians a month search "google ads remarketing", and a click on the term costs advertisers around $21.29, which says the businesses buying it know what a returning visitor is worth. This guide covers how it works, the four audiences by how far the visitor got, the first-party data it runs on, the ad that brings people back rather than annoying them, the privacy rules in Australia, and what it costs.

Key takeaways

01

Remarketing is the cheapest enquiry in the account because the site already did the work. The ad finishes a conversation, it does not start one.

02

Four audiences by how far the visitor got: read a guide, saw a service page, started a form, joined the portal. Each sees a different ad, and members see none.

03

It runs on first-party data: who visited which page, and who is in the portal. That data is yours, it is durable, and it is why the portal matters to the ads.

04

The ad that works continues the guide the visitor left. The one that annoys is a discount shown to everyone for ninety days.

The basics

How remarketing works

A tag on your site (Google's tag, Meta's pixel) records that a browser visited a page. The platform adds that browser to an audience list you define: everyone who visited, everyone who visited a service page, everyone who started the enquiry form. You then show ads to that list, on YouTube and the Display network for Google and in the feeds for Meta, for as long as the list's membership lasts. Google's lists default to 30 days and can run to 540; Meta's run to 180. Both platforms also match uploaded first-party lists, which is where the portal comes in: the people who signed up or signed in are an audience you own outright.

In the Snowball Effect, remarketing is the last paid step and the one that depends most on everything before it. It has no one to bring back if the site and the hub have not brought anyone in, and nothing to show them if the proof content does not exist. The previous guide decided where the first dollar goes; this one is where the last one goes, because a returning visitor is the cheapest enquiry either platform sells.

A list, not a guess

The audience is people who did something on your site. No lookalikes, no interests, no assumptions about who might care.

Tiered by depth

A guide reader and a form abandoner are not the same person. Four lists, four ads, four durations.

Owned, not rented

The portal's members are a list you upload and keep. It survives every cookie change the platforms make.

The demand

Why remarketing is the cheapest enquiry

The person has already found you. Figures from our platform, Edelman-LinkedIn and Google's own documentation; no conversion multiples, because the ones that circulate are not comparisons.

The method

Four audiences, by how far the visitor got

Four audiences, by how far the visitor got One ad for everyone who visited is the version that annoys. Match the ad to the page they left from. Four remarketing audiences. Match the ad to the page they left from, and show members nothing paid at all.

The data layer

The first-party data it runs on

Remarketing is built on first-party data: what a visitor did on your own site, recorded by your own tag, and who is in your own portal. That is why the customer portal matters to the ads and not only to the site. A business whose visitors read one page and vanish has thin lists that expire in a month; a business whose visitors sign up for the gated guide, join the community or enter the knowledge base has a named list it owns, can upload to either platform, and can exclude from ads once they have converted. The gated content guide covers the exchange that builds the list; this guide is what the list is for.

The cookie question is worth a paragraph because it decides how durable the lists are. Google announced in 2024 that it would not deprecate third-party cookies in Chrome after all, and in 2025 that it would keep the current arrangement rather than add a new prompt, so browser-tag remarketing continues to work in Chrome; Safari and Firefox have limited third-party cookies for years. Uploaded first-party lists, matched by email, do not depend on cookies at all, which is the durable version and the one the portal produces. Our Snowball SEO platform tracks which pages bring the visitors who later sign up, so the lists are built from the pages that earn them.

Production

The ad that brings people back

Read the page they left from

The audience tells you what they read. The ad continues it: the next guide in the cluster, the founder's clip on the same question, the case study for the service they looked at. Never a generic brand ad, never a discount to someone who was reading, per the UGC ads guide.

Week 1

Cut from what exists

Every ad in the four tiers is a cut of content the site already has: the vertical clips from the short form guide, the demo, the case study film. Remarketing should need no new shoot.

Week 1

Cap the frequency and the duration

Three to five impressions a week and 30 days for guide readers; 60 for service page visitors; 7 to 14 for form abandoners. The platforms' defaults are longer and their frequency uncapped, and that is where the nagging comes from.

Week 2

Exclude the converted

Everyone who enquired, signed up or joined comes off every list the day they do. They are yours now; reach them by email and the portal, not by paid impressions.

Week 2, then weekly

The rules

The privacy rules in Australia

Remarketing collects personal information as the Privacy Act defines it, and a business with annual turnover above $3 million is bound by the Australian Privacy Principles: a privacy policy that says what is collected and why, including that site behaviour is used for advertising; a way for people to opt out; and care with any list that is uploaded to a platform, which is a disclosure to a third party and must be one the policy covers. Smaller businesses are exempt from the Act in general but not from the platforms' own terms, which require notice and consent for the tag and the pixel regardless. The personalisation guide covers the same ground for on-site behaviour. This is general information, not legal advice; a business uploading customer lists to ad platforms should have its privacy policy checked once.

A note on currency: this section summarises the Australian Privacy Principles and the platforms' published advertising terms as at August 2026. Both change; check the current text before relying on it.

The investment

What remarketing costs

Remarketing is priced the same way as the platform it runs on, per click on Google and per thousand impressions on Meta and YouTube, and the audiences are small, so the media cost is a fraction of a prospecting campaign; a business with a few thousand monthly visitors is usually spending in the low hundreds a month to reach all four tiers. The real cost is the content the ads are cut from and the setup: the tag, the pixel, the four lists, the exclusions and the frequency caps, which our Google Ads guide and Meta ads guide cover. Our Snowball SEO platform does the heavy lifting on which pages bring the visitors worth bringing back, so the lists are built in the right order. See our paid advertising service.

Good questions

Remarketing FAQs

What is Google Ads remarketing?

Showing ads to people who have already visited your site. A tag records the visit, the browser joins an audience list you define, and your ads appear to that list on YouTube and the Display network for as long as the membership lasts, 30 days by default and up to 540. Meta calls the same thing retargeting and runs it in the feeds.

Does remarketing work?

It is reliably the lowest cost per enquiry in an account, because the person has already found you and read something; the ad only finishes the conversation. It stops working the moment it becomes a nag: one generic ad shown to everyone for months. We do not quote a conversion multiple because the ones that circulate compare warm and cold audiences and call the gap a result.

How long should a remarketing list last?

Match it to the decision. Thirty days for people who read a guide, 30 to 60 for people who looked at a service page, seven to 14 for people who started a form and stopped. Google's default is 30 and its maximum 540; the defaults are long and the frequency uncapped, which is where following-people-around comes from.

What should a remarketing ad say?

The next thing the visitor would have read if they had stayed: the next guide in the cluster, the founder's clip on the same question, the case study for the service they looked at. Cut from content the site already has. Never a generic brand ad, and never a discount to someone who was reading rather than shopping.

Is remarketing legal in Australia?

Yes, with obligations. A business with turnover above $3 million is bound by the Australian Privacy Principles: a privacy policy that says site behaviour is used for advertising, an opt-out, and care with any list uploaded to a platform. Smaller businesses are exempt from the Act but not from the platforms' own consent terms. General information, not legal advice.

What does remarketing cost?

Priced like the platform it runs on, per click or per thousand impressions, but the audiences are small, so a business with a few thousand monthly visitors usually reaches all four tiers for low hundreds of dollars a month. The real cost is the setup, the tag, the pixel, the lists, the exclusions and the caps, and the content the ads are cut from.
